Relationship between a policy, standard, guideline, and procedure

Yes, I agree with James' comment. Most organizations start without a policy and work their way up. From experience I have always referred to a standard or a clause within an act or regulation and develop a Policy so clarity is very much needed to prevent confusion.


Some may say, no a standard is derived from a policy and I do understand that for well-established organization. Sure enough you will have policies already developed , you may refer to that and work your way down following the communication flow chart.
A simple example is currently I have been given projects on developing guidelines and standards for the site. Unfortunately not much of the safety policies are in place and so there is no foundation to refer to. Knowing the standards I am now working through to have my policies aligned with these standards.
